¨Refinery PetrochemicalCrude oil furnaces, refinery fuel gas conditioning, marine terminal vapor recovery and cogen power plant CEMS. 1997 CEM Service Group integrated Windows based computerized data acquisition and compliance reporting system, networking 5 CEMS monitoring multiple parameters at various locations to include; H2S, CO, O2, NOx and Opacity, plant wide via Modbus Plus and fiber-optic data highway, certified all CEMS via Performance Specifications 1, 2, 3, 4 and 7. Performed all CEMS QA/QC services, regulatory reporting and consulting. 1998 Installed new hydrogen sulfide (H2S) CEMS for refinery fuel gas conditioning (sour gas plant) and certified via Performance Specification 7. Conducted US EPA RM's 1-4, 3A, 10, 25, 25A Compliance Stack Testing on Marine Vapor Recovery flare. 2001 installed specific gravity CEMS for crude oil furnace fuel gas BTU/hr heat input, integration to existing DAS. Represented client in US EPA Region II on site facility wide CEMS compliance inspection extending over a 3 day period with client legal counsel present. Reviewed 3 years of field service reports, QA/QC Procedures and Quarterly Compliance reports, CEMS data and reporting details. No violations resulted. 2002 Installed 3 continuous opacity monitor systems (COMS) on power plant boilers and 2 crude oil furnaces, integrated to existing DAS. Certified via Performance Specification 1. 2003 Designed and installed 3 new CEMS; 2 crude furnace installations & 1 crude furnace process 4 point multi sampling system for process combustion efficiency, provided temperature controlled shelters/buildings for integration of all CEMS. DAS software and hardware upgrade plant wide including 3 new PC work stations & certified all systems. Design and installed a new marine vapor recovery CEMS, provided temperature controlled shelter/building, integrated to DAS and certified. Conduct all QA/QC, field and emergency services and prepare all quarterly emission reports since 1997 to present. Developed and prepared QA plan. Consulting on all CEM regulatory compliance issues 1997 to present. 2004 Replace NOx analyzer on power plant CEMS and certify. Update QA Plan annually reflecting all CEMS modifications. Permanently bind all field and quality assurance service reports for onsite record keeping purposes. ¨Cogeneration Power PlantPerformed QA/QC, field and emergency services since 1993. Integrated computerized DAS to existing CO/O2 CEM in 1998 and certified. Expanded I/O to include predictive NOx monitoring and various power plant & process parameters to include gas/oil fuel usage, H2O injection, export KW, steam lb/hr HRSG duct burner. Additional monitoring of a dual fuel 65 MMBtu auxiliary boiler, fuel type, fuel rate and steam lb/hr. 2001 Replaced CO analyzer and certified CEMS. Developed and prepared QA Plan. 2003 Conduct Title V Permit renewal audit and assessment; exposed 24 unpermitted sources, incorrect filing formats and incorrect information. Conducted annual emission statement audits encompassing past 4 years; discovered numerous reporting and calculation errors. Prepare and submit Title V renewal and modification applications to include 8 new boilers, 5 back-up generators, 4 heaters, addition of the 65 MMBtu/hr auxiliary boiler and approximately 40 other preexisting sources. Consulting on all Air and CEM regulatory compliance issues, performed sub 18 analysis. Prepare a PowerPoint presentation to the Architectural and Engineering (A&E) dept. to educate project managers on their direct impact on facility wide air compliance, specifically Title V requirements, permitting strategies, capitol project planning, MACT, BACT, and SOTA. Implemented communication program between EH&S, A&E and Facilities Operations dept. to assist with proper planning and permitting of ongoing and future construction projects. 2003 Conduct preliminary gas turbine emission optimization evaluation prior to compliance testing. Complete Title V permit modification application for increased hours of operation. Title V permit modification application for temporary backup boiler for additional steam requirements. Initiate and prepare administrative consent order to operate backup boiler prior to permit approval. Prepare and submit all Excess Emission Reports, Title V annual compliance certification statements, six month deviation reporting and annual emissions statements. Prepare affirmative defense requests and perform all CEM QA/QC from 1993 to present. ¨Chemical Packaging and Distribution Center1998 Designed and installed CO/O2 CEMS located inside rooftop temperature controlled shelter with computerized DAS and certified on RTO and wet scrubber controls. Perform all CEMS QA/QC and regulatory consulting. 2002 Upgraded and modified to incorporate Total Hydrocarbon inlet/outlet dual auto ranging CEMS for compliance destruction rate efficiency (DRE) verification, integrated to DAS and certified CEMS via Performance Specification 8. Conducted US EPA RM's 1, 2, 3A, 4, 10, 25, 25A preliminary and compliance stack testing. 2003 Performed optimization evaluation of wet scrubber HCL removal efficiency testing to include US EPA RM's 1, 2, 3A, 4, 7E, 18 and 26A. 2004 Performed wet scrubber HCL removal efficiency compliance testing for HCL concentration via US EPA RM's 1, 2, 3A, 4, 7E and 26A. Developed and prepared QA Plan. Conduct all QA/QC, field and emergency services. Consulting on all CEM regulatory compliance and NJDEP administrative consent order issues 1998 to present. ¨Electronic Component ManufacturerMaintain compliance status of a CO/O2 CEMS by performing all QA/QC, field and emergency response services and consulting, data management and reporting since 1998. Developed QA Plan. 2001 Performed FT-IR process optimization emission monitoring for destruction efficiency of oxidizer/scrubber controls for engineering data. Identified recent oxidizer engineering modification deficiencies, contaminated catalyst and scrubber malfunction. 2002 Conducted emissions sampling and analysis engineering evaluation for over 30 Hazardous Air Pollutants (HAP's) via US EPA reference method 18 analyzed by GCMS. 2003 Performed a process evaluation and collected samples for SEM (scanning electron microscope) and XFS (x-ray fluorescent spectroscopic) analyses for determination and verification of contaminants/substance responsible for degradation of catalyst efficiency. Provide recommendations to remedy problem including process pre-filtration, catalytic oxidizer construction modifications and scrubber operations. 2004 Conducted pre-compliance stack testing via US EPA RM's 1-4, 10, 18, 25, 25A, 26 and 308 after oxidizer modifications. Performed compliance testing following modifications to process, catalytic oxidizer and wet scrubber per reference methods listed above. ¨Chemical Processing Plant2001 Performed FT-IR process emissions evaluation for determination of 1,1 dichloroethane, 1,2 dichloroethane, 1,2 trichloroethane, for pre-compliance data to estimate lb/hr concentrations emitted to the atmosphere. ¨Catalyst Manufacturer Conducted FT-IR analysis for ammonia slip. Project determined cause of NOx CEM failure due to high concentrations of NH3 as a result of an oxidizer design error causing uneven temperature across the catalyst bed in addition to failure to properly monitor area injection. ¨Coal Fired Power Plant (US Navy) Perform all QA/QC, field and emergency response services 1995 to present on 3 SO2, NOx, CO, CO2, CEMS and 3 opacity monitors for compliance reporting quarterly. Inspect complete CEMS dilution system on 3 ABB 206 MMBtu/hr boilers, service analyzers on site. Prepared QA Plan and provide compliance consulting for site. ¨Pharmaceutical Manufacturing Process Designed and installed CO/O2 CEM with computerized DAS and certified in 1997. Performed all QA/QC, field and emergency services. Prepare and submit NJDEP quarterly excess emission reports. Developed and prepared QA Plan. Consulting on all CEM regulatory compliance issues 1997 to present. Consulted with client legal counsel to successfully defend client from Enforcement NOV in excess of $100K. ¨Commercial Heatset Lithographic Printing Performed all QA/QC, field and emergency response services 1993 to present. 1996 installed CO/O2 CEM and re-certify. 1999 relocate and install CEM on new thermal oxidizer and certified. Prepare for submittal to NJDEP all quarterly excess emission reports. 2001 Prepared and submit existing DAS at new facility. Performed all QA/QC, field and emergency service since 1995. Develop and prepared QA Plan. Consulting on all CEM regulatory compliance issues 1996 to present. ¨Steel Drum Manufacturing and Coating Process Perform all QA/QC, field and emergency response services since 1993. 2000 design and install new CEM with DAS in temperature controlled shelter and certified on RTO for VOC control. Developed and prepared QA Plan. Consulting on all CEM regulatory compliance issues 1993 to present. ¨Medical & Biological Waste Incineration 2000 Installed computerized DAS for compliance reporting of two CEMS/COMS. Installed dual range option for CO monitor in accordance with BIF regulations. Performed QA/QC, field & emergency response services since 1997. Developed and prepared QA Plan. Consulting on all CEM regulatory compliance issues.
2001 Integrated total hydrocarbon analyzer. Provided consultation services to include schematics and I/O for DAS modifications and upgrade of THC, CO and O2 CEMS. Certified CEMS, performed all QA/QC & related field services and training.
